Patterson Municipal Landfill Redevelopment to Solar Power
Solar Engineering and Permitting Leadership
This solar installation is the first to be constructed on a municipal solid waste landfill in the State of New York. The project is also located within the New York City watershed.
Working closely with the New York State Department of Environmental Conservation (NYSDEC) and the New York City Department of Environmental Protection (NYCDEP), TRC obtained approval to construct solar arrays through two phases of installations on the site. Our leadership of the environmental permitting effort included completion of the construction design, obtaining construction approval and complete construction oversight to prevent impacts to the landfill cap.
Our experts developed a Work Plan for NYSDEC’s review and approval that included a stormwater and landfill engineering evaluation to provide the basis of the solar design that would limit impacts to the existing landfill cap. Our Stormwater Pollution Prevention Plan was reviewed and approved by NYCDEP.
The project team developed practical, cost-effective designs, installation specifications, technical approaches, and procedures to safeguard the integrity of the landfill cap, including full electrical design, DC collector field layout, equipment specification and optimization.
We also managed construction logistics including prevention of grade stake or other markings that could damage the landfill liner, and provided full-time construction oversight, as-built drawings and final reporting.
