The 95-acre Temecula Valley Regional Water Reclamation Facility (TVRWRF) is the smallest of Eastern Municipal Water District’s (EMWD) five reclamation plants that serve a combined 825,000 people in Riverside County, CA. However, its capacity is the second largest, making it a critical part of the region’s infrastructure.

This $75 million expansion project will increase the treatment process by an additional 5 million gallons per day (MGD), thereby expanding the total permitted treatment capacity from 18 to 23 MGD of annual average flow.

The advanced tertiary treatment removes bacteria, viruses, and virtually all suspended solids. Water at this level can be used for most any purpose short of direct human consumption.

The expansion involves construction of an additional wastewater treatment process for preliminary treatment; primary treatment and fine screening; secondary treatment using a Membrane BioReactor process (MBR); chlorine disinfection; rotary drum thickener; and additional modifications to existing facilities.

The MBR is the first treatment technology of its kind for EMWD. EMWD selected SUEZ’s ZeeWeed MBR process because of the smaller footprint treatment train to accommodate the challenge of size restraints to the existing facility.

This system uses gentle suction through small diameter tubes with billions of microscopic openings that allow water to pass through while leaving particles on the outside of the tubes.

The TRC team performed a biddability/constructability (B/C) review and provided construction management services throughout the entire duration of the project. The team essentially accomplished a set goal by delivering the majority of this project on time and within the district’s anticipated budget.
